Ok, this needs to be bumped. The localizations of the first two Pokemon generations are pretty awful, as confirmed by the big Japanese-to-English translator himself and by so many hackers. RAGECANDYBAR, terrible move names, incorrect trade dialogue, so on and so forth. A while ago, some idiot decided to do a hack of Pocket Monsters Green because of the myth that Green is this super special game or whatever. Of course, it's not a retranslation at all (they took the English script and did. To it), but someone went out of their way to do this because of a myth that had already been proven wrong all over the internet long before they even started the hack.
Sadly, because of this myth (and people like you), Red and Green (and G/S/C) are probably never going to get retranslated like they should, and Blue is never going to get translated at all. Then again, this is also the community who thinks having a placeholder Pokedex entry for a glitch Pokemon is an improvement. I know someone is going to just tell me 'do it yourself'. Yes, do something that should have been done a decade ago by myself when there's an entire community already dedicated to the art.
Please remember that finding a translator and getting the script done (hell, there might be a.txt of translated script floating around somewhere) is a lot easier than figuring out how the script works, having to program extra because most Japanese games just aren't made for anything but a Japanese script, and finally getting all of that in without the end result developing homicidal tendencies. Are probably never going to get retranslated like they should, Do tell then oh wise one.
What are the exact changes and why you haven't done it? And before you use that excuse of 'No tools' there are PLENTY of tools for G/S/C and there's tools for G/R/B as well. The excuse of 'I don't know Japanese' doesn't fly if you're going to sit here and say 'No they're different' if you can't provide more than a small handful of unimportant details. Is it anything huge to the plot?
Then elaborate? Is it small details such as move names (which honestly who cares? There's a few that could be changed like Splash but not many) trade dialogue that really just adds LEVELS of details to random NPCs without names right? Also why would you bother using the Japanese as a base?
Why wouldn't you just use the US version and rewrite the dialog since it's already designed for a western character set? Or did that not occur to you? I also don't know how to hack (in before your own stupid excuse of 'tools make it so EASY, man'), hence that whole bit about people having these skills (where the fuck do you think we are) and failing to do something that they should have done years ago, just like they did with so many other games.

The point of a retranslation would be to fix how ugly the script is, to fix all these stupid little changes that add up to a dumb watered-down experience, just like pretty much every retranslation ever. Are you forgeting the part where everyone loved how great most of the dialogue was in gen 4 and 5? Aside from that obviously referring to translation in general, not even the localizations are really made for Western character sets. Just like all those SNES games that people decided to hack VWFs into, it's a giant ugly hack with very limited dialogue and stupid not-compromises like allcaps for everything. It was really only with gen 3 that things started getting better, and later games need retranslations too because they are obviously based on what came before. The best (worst) part is that a retranslation is going to need a lot more than just a fixed script.
Gen 1 in particular has a lot of stupid anti-fun bugs (fucking Focus Energy) that have nothing to do with Missingno. And were actually fixed when playing Stadium. Also, it'd be really stupid not to also make such a retranslation into an 'all Pokemon' hack done right (because there isn't one). All of this is far less ambitious than a retranslation, too. So, yes, you are the absolute last person I ever want to hear anything about 'excuses' from.

Making a game fit the target audience of the language it's been translated into. Many Japanese puns/word play/jokes/mannerisms don't work well in English or aren't well understood by English audiences (especially children) so they have to be changed to something that's going to be more understood by western audiences, something they can relate to.

As does FF tactics. And many anime. What's your point? Localization changes occur, different interpretations occur, translation changes occur. You have to realize that Japanese to English isn't as straight forwards as 'Neko means Cat' because while this example it does mean exactly that, you apply it to Japanese sentence structure and without context you have little idea of what they're saying as it could be about a cat, many cats, THE cat, my cat, and so on.
Because Japanese is context heavy. Where as English is usually pretty straight forwards and you can figure out what someone is talking about without needing full context. It's why anime often feature characters taking something out of context when they walk into something in the middle of it happening.

You do realize that some engines are designed with multiple languages in mind while others are not, right? That some engines can have the language changed fairly easily while others it's QUITE hard coded into the engine and the limits are system limitations, right? Given that you don't know how to hack games and you don't understand what you're talking about I'm going to give the benefit of the doubt and just say you're ignorant to the subject.
In which case I suggest you learn how to hack before attempting to talk about said subject again.
