DirectX will never get less than 4 GiB because the video card has that much dedicated. I suspect your integrated GPU is the same way but with a much lower amount of 128 MiB VRAM.

The 8 GiB of RAM, or in your case, 1 GiB, is automatically allocated by the operating system to what needs it most (RAM used as RAM is going to take precedent over RAM used as VRAM). Judging by all of the above, I'd guess your computer only has 2 GiB of RAM. When playing a game, the game is likely using most of that so the integrated GPU is limited to measly 128 MiB VRAM. If you want to make more memory available to the integrated GPU, you need more memory so Windows loans more memory to the GPU. Integrated GPUs, by their nature, are quite weak. More memory isn't very likely to improve your gaming experience much, if at all.
